Chennai : In view of the recent attacks on teachers and schools The Joint Action Committee of Tamil Nadu Private Schools’ Associations has demanded a special act to accord them protection.
Last year, a mob set fire to school vehicles and records after a protest over the suicide of a girl student turned violent in Kallakurichi.
And many incidents have been reported , in recent times where parents have beaten up teachers over a comeplaint of corporal punishment .
“Recently, there have been many attacks on teachers, staff and educational institutions.

School premises have become unsafe for teachers, staff and students in both government and private schools . We need a special act to prevent such attacks on schools .Such acts should be made non-bailable offences, and the cost for damage to the property should be collected from miscreants,” a representation from the Joint Action Committee of Tamil Nadu private Schools Association said.
There are around 19000 private schools in the state. The Joint Actions Committee has been formed by 18 private school Associations which met in Chennai on Thursday.
The representatives from the committee and over the representation to the school education minister Anbil Mahesh Poyyamozhi on Friday.

மேலே பார்வையில் சொல்லப்பட்ட அரசாணை என் படிG.O.76 &
G.O.76a இப்படியும் 1000 ற்கும் village & village – non planning area வில் உள்ள பள்ளிகள் (2011 ஆண்டுக்கு முன்பதாக கட்டப்பட்ட பள்ளிகள்) Dtcp அனுமதி பெற்றுள்ளன. இன்னும் 700 க்குமேற்பட்ட பள்ளிகள் DTCP துறையில்omline portal மூலமாகapply செய்து உள்ளன. இந்த பள்ளிகள் உடைய applications DTCP department இன் process இல் உள்ளது.

ஆனால் CMDA /DTCP துறையின் online portalகீழ்கண்ட பள்ளிகளுக்கு இன்னும் வழிமுறைகள் guidlines செய்யப்படவில்லை. online portal open ஆகவில்லை. இதனால் nonplanning area இதில் உள்ள Township நகராட்சி பகுதிகளுக்கும், மற்றும் Planning Area உள்ள Corporation பகுதிகளுக்கும், Planning area உள்ள CMDA & Dtcp மாநகராட்சி நகராட்சி பகுதிகளுக்கும் அமைந்துள்ள அரசு உதவி பெறும் பள்ளிகள் தனியார் பள்ளிகள் இவற்றிற்கு concurrence /approval பெறுவதில் தடைகள் உள்ளன.

இதனால் பார்வையில் சொல்லப்பட்டுள்ள பள்ளிக்கல்வித்துறை அறிவித்துள்ள அரசாணையின்படி வழிகாட்டுதலின்படி Pre Existing Schools building approval / concurrence குறிப்பிட்ட காலக்கெடுவில் பெற இயலாத அசாதாரண சூழ்நிலை நிலவுகிறது.

கடந்த 10 ஆண்டுகளாக புதிதாக ஊராட்சி மற்றும் பேரூராட்சிகள் நகராட்சிகளாக மாற்றப்பட்டுள்ளன. அதேபோல நகராட்சிகள் மாநகராட்சிகளாக தமிழக அரசால் உயர்நிலைப்படுத்தப்பட்டுள்ளது. கட்டடம் கட்டும் பொழுது ஊராட்சியில் பேரூராட்சியில் இருந்த பல பள்ளி கட்டிடங்கள் இன்று villages upraded as municipalities and municipalities upgraded as Corporations by Tamilnadu government. தமிழக அரசால் ஊராட்சிகள் நகராட்சிகளாகவும் நகராட்சிகள் மாநகராட்சிகளாக உயர்நிலைப் படுத்தப்பட்டுள்ளன.

ஏற்கனவே 2021 இல்தான் Combined building Rules for CMDA & DTCP விதிகள் நடைமுறைக்கு வந்தது.
ஏற்கனவே இதற்கு முன்பதாக கட்டப்பட்டு இயங்கி வரும் பள்ளிகளுக்கு Pre Existing Schools க்கு CMDA & DTCP ஒப்புதல் பெறுவதற்கான வழிமுறைகள் இதுவரை வெளியிடப்படவில்லை.

ஒருபுறம் பள்ளி கல்வித்துறை Pre Existing Schools building approval or concurrence பெற வேண்டும் என பள்ளி கல்வித்துறை உத்தரவிட்டுள்ளது.
மறுபுறம் CMDA & DTCP துறைகள் Pre Existing Schools buildings approval/ concurrence பெறுவதற்கான எந்த வழிகாட்டுதலும் கொடுக்காத நிலையில் உள்ளது.

மேலும் G.O 76 & G.O.76 a யின்படி DTCP விண்ணப்பித்த பள்ளிகளுக்கும் அதனுடைய process முடிவடைய குறைந்தது இரண்டு ஆண்டுகள் ஆகின்றன.Private Schools Revised Act Rules 2023 சமீபத்தில் தான் வெளியிடப்பட்டது.
CMDA & DTCP துறைகளின் Combined Rules விதிகளும் 2021 தான் வெளியிடப்பட்டன . எந்த ஒரு விதிகளும் provisions of act cannot be intended to take effect from a date in the past (Retrospective) ஏற்றப்பட்ட தேதி அல்லது ஆண்டுக்கு முன்பதாக நடைமுறைக்கு வருவதில் சாத்தியம் இல்லை .

ஏற்கனவே 20 ஆண்டுகளுக்கு முன்பதாக கட்டப்பட்ட பள்ளி கட்டிடங்களுக்கு Pre Exisisting school buidings CMDA & DTCP concurrence பெறுவதில் இருந்து விலக்கு Exemption order CMDA & DTCP துறைகள் அளிப்பதற்கு வழிமுறைகள் செய்யப்பட வேண்டும் அல்லது concurrence பெறுவதற்கான வழிமுறைகளை (guidlince) CMDA & DTCP துறைகள் வெளியிட வேண்டும்.

அரசு முடிவெடுக்க தாமதமாகும் பட்சத்தில் ஏற்கனவே மூன்றாண்டு கொடுக்கப்பட்டது போல Renewal of Recognition கொடுப்பதற்கு Principal secretary -School Education Department and the Director & Joint Director of private schools மேலும் மூன்றாண்டு காலத்திற்கு Renewal of Recognition வழங்குவதற்கு சிறப்பு அனுமதி அளித்திட வேண்டும் என்றும் நமது ஸ்கூல் வாய்ஸ் சார்பில் கோரிக்கைகளை சமர்ப்பிக்கிறோம்.

மாணவர்களின் எதிர்கால நலம் கருதி, உடனடியாக தொடர் அங்கீகார் ஆணைகளை மூன்றாண்டுகளுக்கு வழங்கிட வேண்டும் என கேட்டுக்கொள்கிறோம்.

Meeting with the CBSE officials in New Delhi to Solve the Burning issues SARAS and Oasis in getting affiliation.
Our recent, meeting held in New Delhi the National Independent Schools Alliance dialogue with the CBSE higher officials regarding the CBSE Burning issues .We were asked to meet the IAS Sanyam Bharadwaj, Controller of Examination, to address the issues of CBSE. The issues discussed during our Natiinal Executive meeting

2.CWSN facilities
3.Lift / Ramp in existing schools.

5.Composite lab.
6.Training charges.

Regarding the resent issue
Meet IAS Sanyam Bharadwaj, Controller of Examination, CBSE and submitted along with our National Team members our School Voice team recommendation and what are the possible solution can be done according to the current senorio accepted by CBSE

1.*Section Increase and Refund of Rs. 75,000*
CBSE has agreed to allow schools to increase or decrease the number of sections within the limits of approved sections. This process must be done through SARAS to avoid future inconveniences. For schools wishing to increase beyond the allotted sections, they will need to apply through SARAS and pay the relevant fee.
CBSE will also refund the Rs. 75,000 fee collected from the school during the section increase application process.

2.*Dual Recognition and NOC Challenges*
CBSE will send formal instructions to all state government departments regarding various NOCs (Land, Structural Safety, Fire, etc.) following the CBSE format.
CBSE will also explore the idea of implementing the model of getting certificates from the Empanelled Engineers.

3.*CSWN Infrastructure Compliance Timeline*

CBSE will revise the timeline for compliance with CSWN-related infrastructure requirements, providing schools with a more reasonable timeframe. The Board has requested a detailed representation of the challenges faced by schools in meeting infrastructure requirements. There will be amendments regarding the construction of a 6-foot-high brick wall with barbed wire as an alternative to a concrete compound wall.
The Rs. 50,000 non-compliance fee will also be reevaluated after discussions with the Chairman.

4.*Unaided Schools Board Results as a Separate Category*

Control of Examinations praised the contribution and performance in the Board Exams which always keep highest pass percentage.
CBSE has agreed to publish board results for unaided schools as a separate category, allowing for a better understanding of the contributions of private schools.

5.*Benefits to Teachers and Principals*

Starting from the next academic year, there will be no evaluations on Sundays, and the evaluation period will be reduced to 7 days. Evaluation centers will be located closer to schools to facilitate teachers’ commutes.
